I'm afraid this is simply American Israeli propaganda. On the ground, there is a whole faction of militant Right wing RZ who want to boot Palestinians out of Yehudah and Shomron for religious and ideological reasons. They want total Jewish sovereignty over all of Biblical Israel. They constantly harass and agitate for displacing Arabs in order to achieve this and they don't try to hide it.
